Thomas Peeples was born August 4, 1881 in Beaufort, South Carolina. As a professional, he worked as Chief Counsel for the U.S. War Department Board of Appraiser and was also commissioned as a U.S. Major Judge Advocate on April 24, 1919. He was elected to thes South Carolina Attorney General from 1913–1919, during this time he was also in the South Carolina State House of Representatives from 1911–1912.
Peeples attended Walsh Neck High School in Hartsville, South Carolina. He graduated from the University of South Carolina School of Law and was admitted to the bar in December 1907.
