State Insurance Benefits

General Eligibility 

The following types of employees are eligible for state and supplemental insurance benefits: 

  • Full-time faculty and staff, including those on research grants and time-limited positions, working 30+ hours per week.
  • Full-time variable-hour employees eligible under the ACA, averaging 130+ hours per month or 30+ hours per week.
  • Part-time FTE faculty and staff working at least 20 hours per week.
  • Part-time FTE research grant and time-limited faculty and staff working at least 20 hours per week, as stated in their offer or reappointment letter.
  • Temporary employees working 30+ hours per week in a single position.
  • Temporary employees in multiple positions are evaluated for eligibility based on their earliest hire date and annually.
  • Temporary employees in multiple positions with the same hire date totaling 30+ hours

Insurance Plans

The following insurance benefits are provided through the Public Employee Benefit Authority (PEBA). For a list of benefits offered outside the State PEBA system, review the Supplemental Insurance section of our website. 

Standard Health Plan
  • Higher premiums: You pay more from each paycheck for health insurance.
  • Lower deductibles: You pay less outof-pocket when you receive medical care.
  • Overall impact: You spend more regularly (via premiums), but may save money when you actually use healthcare services.
Savings Health Plan
  • Lower premiums: You pay less from each paycheck for health insurance.
  • Higher deductibles: You may pay more out-of-pocket when you need medical care.
  • Overall impact: You save money regularly, but could face higher costs when using healthcare services.
  •   Tip: If you choose the Savings Plan, consider enrolling in a Health Savings Account (HSA) through the MoneyPlus Program to help manage healthcare expenses. 
TRICARE Supplement Plan
  • A secondary health coverage option for the military community.
  • Coverage: Helps pay the subscriber’s share of covered medical expenses— often resulting in nearly 100% coverage.
  • Alternative to State Health Plan: Can be chosen instead of the State Health Plan.

 

  • Included with health plan, no extra cost.
  • Fixed copays or deductible, depending on plan.
  • Covers approved drugs with some restrictions. 
Basic Dental
  • Lower monthly premiums.
  • Higher out-of-pocket costs.
  • No provider network required.
Dental Plus
  • Higher monthly premiums.
  • Lower out-of-pocket costs.
  • Uses a network of dentists.
  • Covers annual exams
  • Offers an allowance for glasses and contact lenses
  • Uses EyeMed network for in-state and nationwide access.
  • Includes discounts on LASIK, extra glasses, and more.
Basic Life
  • Included with health insurance at no cost
  • Provides $3,00 coverage plus AD&D
  • No enrollment required
Optional Life
  • Buy extra coverage up to $500,000.
  • Includes matching AS&D coverage.
  • Rates based on age and amount.
Dependent Life
  • Spouse:  Up to $100,000 coverage.
  • Child: $15,000 per child, guaranteed.
  • Includes AD&D for spouse only

 

Basic Long-Term 
  • Free with health insurance enrollment.
  • Pays up to $800/month after 90 days.
  • Covers 62.5% of earnings until age 65.
Supplemental Long-Term
  • Optional, with higher monthly benefits (up to $8,000).
  • Choose 90- or 180-day waiting period.
  • Covers 65% of earning, includes extra benefits.
Medical Spending Account (MSA)
  • Use for medical, dental, and vision expenses
  • Entire annual amount available January 1
  • Carry over up to $660 to next year
  • Must re-enroll each year during open enrollment
Limited-Use Medical Spending Account
  • For dental and vision only (with HSA).
  • Works like a regular MSA.
  • Must re-enroll each year.
Dependent Care Spending Account
  • Covers daycare for children or dependents.
  • Use funds through March 15 of next year.
  • Reimbursement deadline is March 31.
Pretax Group Insurance Premium Feature
  • Premiums paid before taxes are withheld for health, dental, vision, and up to $500,000 of Optional Life Insurance.
  • Lowers taxable income automatically.
  • No need to-re-enroll yearly.

 

  • Continuation of Coverage
  • If you have a qualifying life event outside of an open enrollment period, you may be able to make changes to state insurance benefits:

    Generally, upon notification, your benefits administrator will initiate an online transaction in MyBenefits for your review and approval for the following events: marriage, divorce, birth and adoption.

    To make a change for the following events: gain or loss of other coverage or state coverage, custody, separation, death of dependent, use the Life Event/Special Eligibility eForm in HCM PeopleSoft. A step-by-step job aid and narrated video are available to guide you through the process. 


Subscriber Effective Date

The date your state insurance coverage begins depends on the date you became eligible:

  • If eligible on the 1st calendar day of the month, coverage will begin on that same day.
  • If eligible on the 1st working day of the month, and it’s not the 1st calendar day, coverage may start on the 1st day of that month, or the first day of the next month.
  • If eligible any time after the 1st working day of the month, coverage will begin on the 1st day of the next month.
